David
Lomax is a Senior Consulting Associate with Global Resources and
brings more than thirty years experience including three years
with Unilever and twenty-five years with the World Bank to his
consulting and training activities. At Unilever, he served as
Commercial Manager for Birds Eye Foods where he was responsible
for developing and implementing business opportunities and corporate
growth strategies.
At
the World Bank, Mr. Lomax was the Telecommunications Portfolio
Manager and Unit Chief for telecommunications leading in the Africa,
Europe and Middle East regions. His responsibilities covered assisting
telecommunications entities to strategically address and manage
sector reform issues particularly in relation to privatization,
competition and regulatory change. Recently he has been managing
and directing due diligence analyses concerning worldwide investment
opportunities in telecommunications/information technology ventures.
Mr.
Lomax has immense experience in both public and private sector
projects in developing countries. Covering operations in more
than sixty countries, he has prepared and negotiated more than
100 projects and managed a $2.0 billion investment portfolio.
He is frequently called upon by leading agencies (American Bar
Association, International Telecommunications Union, European
Union, etc.) and private corporations to present seminars and
to advise clients regarding telecommunications sector reform and
investment financing concerns. Mr. Lomax is a former member of
ITUs development committee.
Mr.
Lomax has presented courses and led seminars covering topics that
include telecommunications efficiency analysis, privatization,
management performance contracts, tariff issues, due diligence
analysis and financial analysis review of operations.
Mr.
Lomaxs academic background includes a Masters Degree
in Business Administration from Columbia University, New York.
He also has a professional qualification and is Fellow of the
Institute of Chartered Accountants in the United Kingdom.
